System Development Manager II/Program Manager

Xerox is looking for an experienced SDM II/Program Manager to provide strategic leadership and oversight of the State of Mississippi’s Medicaid Management Information System (MMIS), Pharmacy Benefit Management System (PBM), Decision Support System (DSS), the Medicaid Eligibility Determination System, and other related peripheral systems. Of particular interest is the expansion of the Eligibility system to other state entities. The ideal candidate must have experience in healthcare, have a solid IT background and consistently keep up-to-date with advancements in the healthcare and IT industries. Apart from education and experience, the ideal candidate must have every quality of a leader and a strong strategic and business acumen.

The SDM II/Program Manager will ensure that all systems necessary to support and expand operations and client/corporate objectives are in place. The program manager will help devise/implement strategies to:

  • Formulate, organize, and monitor inter-connected projects

  • Decide on suitable strategies and objectives

  • Coordinate cross-project activities

  • Lead and evaluate project managers and other staff

  • Develop and control deadlines, budgets, and activities

  • Apply change, risk, and resource management

  • Assume responsibility for the contractor management

  • Assess performance and maximize ROI

  • Set objectives and strategies for the IT department

  • Select and implement suitable technology to streamline all internal operations and help optimize their strategic benefits

  • Plan the implementation of new systems and provide guidance to IT professionals and other staff within the organization

  • Evaluate purchases of technological equipment and software and establish partnerships with IT providers

  • Oversee the technological infrastructure (networks and computer systems) in the organization to ensure optimal performance

  • Direct and organize IT-related projects

  • Monitor changes or advancements in technology to discover ways the company can gain competitive advantage

  • Analyze the costs, value and risks of information technology to advise management and suggest actions

  • Achieve operational objectives by contributing information and recommendations to strategic plans around productivity, quality, and customer-service standards; resolving problems; identifying trends; determining system improvements; implementing change.Requirements

  • 10 years or more of proven experience as an IT leader

  • Management experience leading virtual teams of system development managers and/or other personnel

  • Proven experience as CIO, program manager or similar managerial role

  • Thorough understanding of project/program management techniques and methods

  • Knowledge of performance evaluation and change management principles

  • Outstanding leadership and organizational skills

  • Excellent communication skills and the ability to work effectively with client, vendor and Xerox management

  • Excellent problem-solving ability

  • Excellent knowledge of IT systems and infrastructure

  • Background in designing/developing IT systems and planning IT implementations

  • Solid understanding of data analysis, budgeting and business operations

  • Superior analytical and problem-solving capabilities

  • A strong strategic and business mindset

  • Work on site in Ridgeland Mississippi

  • Healthcare Experience required

  • BSc/BA in computer science, engineering or relevant field; MSc/MA will be preferred

  • Must be currently eligible to work in the US for any employer without sponsorship

Preferred Skills:

  • Experience responding to Government RFPs (Request For Proposals)

  • Experience working with Medicaid
