Chief Financial Officer - Government Sector
On January 29, 2016, Xerox announced its plan to separate into two strong, independent, public companies, which is expected to be complete by the end of 2016. The Document Technology company will be called Xerox Corporation. The Business Process outsourcing (BPO) company, currently Xerox Services, LLC, will be named Conduent Incorporated (“Conduent”) after the split. Xerox Services is a leading provider of business process services with expertise in transaction-intensive processing, analytics and automation. Conduent will operate with two main business sectors, Commercial and Government. The primary objective of this high visibility role is to support the Government Sector team in achieving its business and financial objectives by providing financial leadership and governance.
The Government Sector has $2.6B in annual revenue and will consist of five main business units:

Image-enabled workflow and process optimization solutions
Electronic payment card and electronic benefit transfer services for government benefits including child support, unemployment compensation, payroll, pension, Social Security, SNAP, TANF, and more
Child support State Disbursement Units (SDU), systems, business intelligence, and business process services
Unclaimed property data management systems
Information Technology (IT) managed services
Electronic tolling back office support
Parking management and photo enforcement solutions
Fare collection technology and back office support and other transit solutions
Medicaid management fiscal agent, pharmacy benefits management and clinical program management
Eligibility program administration for government benefit programs
The Government Sector CFO reports directly to the Chief Financial Officer of Xerox Services (Conduent), and will work closely with the Government Sector President.
Direct commercial finance activities including strategic contracting, customer deal pursuit structure and pricing, and customer order to cash processes.
Collaborate with operating unit managers on major business decisions by providing finance specific insights.
Direct the development of sales forecasts and ensure their linkage across the annual budget and rolling forecasts.
Participate in the annual strategic planning process.
Direct the reporting, analysis and interpretation of financial and operational data for senior management, to include cost analysis, ROI, capital budgeting, profitability analysis, and pricing models.
Direct financial analysis at the highest level to evaluate potential investments, mergers and/or acquisitions, new products and business opportunities.
Review forecasts and trends in industry, sales, finance, general business conditions, and other related areas and make recommendations for change where necessary.
Engage with financial planning and analysis resources regarding the planning process, data analysis and financial strategy.
Establish processes and engagement with key support functions to maintain procedures to improve efficiency of Government Sector’s financial functions.
Manage the performance, recruitment, retention and development of Government Sector’s executive finance staff.
Actively support significant finance transformation initiatives including broader leverage of low cost shared service resources, implementation of Hyperion and other automation tools, implementation of a driver based forecast, and other key initiatives.
Manage special projects/project teams as assigned by the CFO.
He/she will have expert knowledge of finance, pricing, sales activities and new business pursuits, capital allocation and risk adjusted return, accounting, budgeting, performance management, and cost control principles. Superior communication skills with the ability to communicate complex issues in a crisp, clear and concise way. Individual should have the ability to identify problems, formulate solutions, influence others, and drive results. Experience with:

Finance executive with extensive experience in Technology, BPO, Services, or Financial transaction-oriented businesses.
Experience with complex programs, supplier and contract management, and internal controls.
Demonstrated success as Controller or Division/Corporate CFO with P&L responsibility > $1B.
BA/BS degree required; MS/MBA in Finance and CPA preferred.
Ability to work and communicate with all levels of management
Ability to cultivate and maintain strong working client relationships.
Strong organizational, problem-solving, and analytical skills; able to manage priorities and workflow.
Versatility, flexibility, enthusiasm, and a willingness to work within constantly-changing priorities.
Strong leadership and business acumen.
Prior experience in leading, developing and motivating a direct team; including hiring and performance management.
Demonstrated ability to interpret economic conditions and relevant business-indicators, and to anticipate the impact on the Operation.
