POSITION DESCRIPTION: Project Manager
Responsible for directing the development, implementation and maintenance of all CSES application systems initiatives. Provides leadership and planning to ensure resources are utilized appropriately to meet strategic objectives.
The Project Manager is responsible for directing all IT applications operations, maintenance and development activities for health and human services mission-critical and other supporting applications including those applications focusing on child welfare, child support and other types of social services applications.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Directs the development, implementation and maintenance of application system initiatives in order to
provide superior information systems in support of state health and human services agency.
Provides leadership for all application systems operations, maintenance and development, prioritizing
projects and ensuring commitments are met providing high quality and cost effective systems while
meeting customer expectations.
Directs activities and resources to perform all stages of the SDLC including requirements development,
design, development, testing and deployment.
Ensure that projects are delivered on time, within budget, adhere to high quality standards, meet
customer expectations and add value.
Directs the business area analysis and project management functions associated with applications
support and development, providing expert information system knowledge to clients in order to solve
complex business issues in support of strategic goals.
Directs and manages staff including hiring, performance management and assessment, development,
mentoring, training, and staff budgets.
Provides knowledge and support in conjunction with the IT executive staff to assist Xerox and client
Executive Management with strategic planning.
Bachelor’s Degree in Information Systems and a minimum 5 years management experience or total of 10 years equivalent experience
Demonstrated skills/experience with success in managing high volume, mission critical IT project portfolios, systems, strategic planning, contract negotiation/maintenance, metrics and reporting
Experience demonstrating knowledge and understanding of business process redesign and Software Development Life Cycles
5-10 years prior experience in mainframe applications, Client/Server and/or Web applications and mainframe applications. Current environments include NET Framework, C#, VB, J2EE, AJAX, WCF, OOA&D, UML, RUP, Apache, MS SQL, Powerbuilder, DB2, COBOL, CICS, Windows 2000, AIX mainframe OS
5 years of developing applications that interact with the mainframe
5 years working in complex environments; large databases, multi-tiered application structure
The incumbent must have strong customer service orientation, excellent oral and written communication skills, and the ability to motivate and persuade others. This individual must possess excellent strategic thinking and planning skills and the ability to develop and implement plans. Additionally, the incumbent must have the ability to identify priorities and achieve results with a sense of urgency and give honest straightforward opinions on related issues. As a leader, the incumbent must be able to demonstrate equal amounts of results orientation, ability to lead people, and be willing to contribute ideas/opinions and take risks, where appropriate. As a Director, the incumbent should strive to develop and train staff, encourage a team approach and cross-functional teamwork to serve the best interests of the client and the organization.
Degree or Advanced Degree in Information Systems or related area
Prior health and human services experience
Experience at a manager level with a major consulting firm
