Corporate Counsel and Vice President - Prepaid Card Compliance

Location : Austin, TX or Dallas, TX.

Minimum Professional Qualifications :

  • Juris Doctor, plus active membership in a State bar.

  • Subject matter expertise and experience in the Bank Secrecy Act (BSA), Anti-money Laundering (AML), Suspicious Activity Report (SAR) and Currency Transaction Report (CTR) and other filings with FinCen, and Money Transmitter laws/licenses and other laws related to pre-paid/debit card programs and money services businesses (MSBs).

  • Agency exposures to include US Treasury (FinCen, OFAC), Consumer Finance Protection Bureau (CFPB), FDIC, financial regulatory bodies of state governments, and other agencies with financial, banking and MSB regulations.

  • Experience with MTLs, including applications, renewals, prior interactions with state regulators; familiarity with state MTL laws strongly preferred.

  • Experience in dealing with and interfacing with regulators, auditors and others charged with oversight of the financial services industry

  • Experience with commercial contracts and corporate law.

  • Proven success partnering with operational business units (including Sales and Operations) and corporate service departments (Finance, Human Resources, Tax, Facilities, etc.) to ensure appropriate risk analysis and transaction structuring is critical.

  • Self-starter who is able to manage multiple tasks at the same time and who thrives in a fast paced, dynamic environment.

  • Willingness to travel occasionally when required.

  • Professional with a commitment to excellence and quality of work.

  • Ability to resolve complex problems in creative and effective ways.

  • Proven leadership skills and ability as a decision-maker.

  • Proven advocacy skills.

  • Experience with outsourcing or other technology contracts is preferred.
